In light of the continuing exodus of major area employers, what should be done to attract and retain businesses and jobs to Western New York?

We must stop the bleeding. The economic engine of any economy is small business. The entrepreneurs, the risk takers, the workers are over-taxed, over-regulated and over-litigated. The end result is the exodus of this vital economic engine. We must refocus energies to small businesses to keep them here and provide the tools to fairly compete. Otherwise, the downward spiral continues.

In what ways should accountability be required of private corporations, for example Bass Pro and GEICO, which are recipients of public subsidies?

Several points to consider first;

  • Is it Constitutional as per New York State Constitution (Article VIII; Local Finances; Section 1) ?

  • Taxpayer money used for one business unfairly penalizes another.

  • Consider who ultimately pays for these subsidies.

  • It unfairly increases the tax burden on small business or others.

  • Are the ‘subsidies’ better applied to infrastructure, public safety/security or public services.

  • Can less regulation be an alternative incentive rather than subsidies.

3.) Do you support providing public dollars at your level of government for arts and cultural organizations?

Considered after these following government responsibilities with taxpayer dollars have been met: Security and safety of a communities residents, families and business; infrastructure and environment safe for entrepreneurs, business, families and residents; adequate services for poor, homeless, hungry, disabled, elderly and others in need; fiscally responsible with taxpayers dollars.

4.) Would you sponsor and/or vote for legislation that provides dedicating public dollars at your level of government for arts and cultural organizations?

If (Q#3) are met and pending details of the ‘dedicated’ source. Open to explore alternative proposals/options. One that Wall Street is getting excited about is Public-Private-Partnerships. As a nation that prides itself as a leader in capitalism, PPP’s are less developed in America than in Western Europe and Canada. Numerous areas have successfully used PPP’s to enhance entertainment districts, arts and culture. The examples are too numerous to mention each but the Mill Street area in Toronto is an example.

5.) What do you think the role of government should be in funding/sustaining art and culture?

Festivals, opera, music, ballet, art collections, dance, movies, books, sculpture, furniture are forms of art and culture. Even retail business can be considered art in the sense of shopping for ‘style.’ In the 21st century, people demand more of government but trust it less. Governments can do more for a community (Britain, one the new central insights) if they succeed in also appealing to small and large businesses, entrepreneurs, tourists and the ‘rich’. All these, successfully competing in an economy supplies government with the economic resources needed to grow an area and reduce taxes on those that remain living in that community.

6.) What role do you believe art and culture plays in a region’s economic development plans?

In conjunction with jobs and affordable living standards, culture and art enhance an areas economic development plans. Even Oman, Bahrain, Dubai and Bulgaria use their regions culture and arts to attract business. However, business (small and large), potential entrepreneurs also evaluate the economic potential, regulatory/tax structure, and litigiousness of an area in that decision.

7.) What role do you think cultural tourism has in local economic development efforts?

A thriving ‘entertainment’ area is part of the quality of life in an area. The ‘South End’ of Boston is a community where artisans display their jewelry, pottery and even home décor. There is also a spring ‘art walk’. Also vitally important is the fact that the commute to the area is surrounded by infrastructure that makes the trip/visit cost effective. This develops a sense of community and people are attracted to it. It is a piece to the puzzle of keeping our youth here. 

8.) What do you see as the role of art and culture in our region’s attempt to attract the creative class, (creative class meaning workers in the creative industries such as advertising, architecture, computer programming, entertainment, etc) and do you think it is important to attract the creative class to this community?

They provide another dimension into our exploration of human nature. As an individual who enjoys collecting and investing, it’s our peoples creativity, versatility, imagination, restlessness, energy, ambition and problem solving process that makes us competitive in ways that matter most. It can be argued that Bill Gates of Microsoft is an artist. He applied his insight into creating a product called a ‘computer’.

9.) In what ways do you believe art and culture impacts education?

Greeks may have produced great art and architecture, but most importantly they were the first to ask what is the right life for man. Education and the arts ask that question.  Successful companies encourage creative ideas, challenge entrenched thoughts and find new ways to compete. Exclusion to alternative viewpoints or inward-looking corporate culture can rob a company of access to new thought and ideas and perspectives. C&A make us wise, thoughtful, and appropriately humble. They help our human potential to bloom. They impart a healthy skepticism and doubt, the ability to question, to ask both ‘why’ and ‘why not.’ Chairman Greenspan in his book “Maestro” says, and I paraphrase, ‘All economic cycles are the same except for one thing. The trick is to find what that one thing is.” How often do we hear that history repeats itself? History, arts, culture explores those similarities and differences in us as human beings. An education that we will always continue to explore.

10.) Any additional comments:

My son is in theater and graduated from Niagara University in 2006. I enjoyed the BPO when we had season tickets. I enjoy music art and collectables as a release from the daily political talk. The current political, economically vacant decisions made by those put in responsibility by us the citizens, have resulted in a continued downward spiral of decreasing population, small business leaving (which is the economic engine to an enhanced quality of life) to increasing taxes.
